The Inhlangano Yezindiza Yezindiza Yomhlaba Wonke (IATA) sibheke ngabomvu ukuqala kokusebenza kwe-Montreal Protocol 2014 (MP14) mhla lu-1 kuMasingana wezi-2020. I-MP14 ithuthukisa amandla emibuso ukuze kunqandwe ukwanda kobunzima kanye nemvamisa yokuziphatha okungalawuleki endizeni.

Lokhu kulandela ukuqinisekiswa kwamhla zingama-26 kuLwezi wezi-2019 kwe-MP14 yiNigeria, okuyisifunda sama-22 ukwenza kanjalo.

Cishe u-60% wamacala awajeziswa ngenxa yezindaba eziphathelene nomthetho. I-MP14 iqinisa ukuvimbela ukuziphatha okungalawuleki ngokuvumela ukushushiswa esifundazweni lapho indiza ihlala khona. Amazwe kufanele futhi abuyekeze ukusebenza kahle kwezinqubo zokuphoqelela ezitholakala kuzo ngokuhambisana ne-ICAO Guidance on Legal Aspects of Unruled and Disruptsive Passenger (ICAO Document 10117) enikeza ulwazi lokuthi izinhlawulo zomphakathi nezokuphatha kanye nezinhlawulo zingasetshenziswa kanjani ukuze kwenezele ukushushiswa kobugebengu.

Ngaphezu kokuqinisa amandla kanye nokuqiniswa komthetho, izinkampani zezindiza zisebenza ngezinyathelo eziningi zokusiza ukuvimbela izigameko futhi zizilawule ngempumelelo uma zenzeka. Lokhu kubandakanya ukuqeqeshwa okuthuthukisiwe kwezisebenzi kanye nokuqwashisa nabagibeli ngemiphumela engaba khona yokuziphatha okungalawuleki esikebheni.
